Bill is the Chief Strategy Officer at Hinz Consulting, responsible for designing and building long-term strategic partnerships with clients and vendors across the industry. He is a highly qualified BD Strategist, Proposal Manager, Technical/Management Volume Lead, and Proposal Writer who has worked on dozens of projects worth between $100M and $14B single awards. Since 2008, Bill personally has personally helped clients win more than $4B in new business, specializing in unseating incumbents. He has supported numerous Civilian, DoD, and Intelligence agencies, including Army, Navy, DHS, Labor, USAF, USCG, and DISA. His experience also includes serving as a Vice President at AOC Key Solutions and as a Business Development Manager for OST Global Solutions, both proposal consulting firms in the US Federal marketplace. 


Bill is an expert technical writer and strategist who has supported Federal, State, and local Government IT, Engineering, Cooperative Threat Reduction (CTR) and Outsourcing proposals for clients such as BAE, CACI, CSC, KBR, Northrop Grumman, and SRA International. His strengths include motivating those around him and integrating the approved win strategy throughout the proposal. Bill is a graduate of the University of Delaware with a BA in Sociology and minor in Philosophy. 


Bill is a member of the Entrepreneurial Advisory Board (EAB), a group of local Northern Virginia corporate leaders who meet to discuss the challenges that C-Level executives face and provide advice to one another on how to overcome those challenges. 


Bill is a classically trained Jazz pianist and a competitive billiards player, considered turning professional ~2012. Bill is also a degenerate computer gamer and use the hobby to keep in touch with old friends. Apart from these, he is an avid science fiction and fantasy reader and a huge sports fan, especially baseball (closely follow the Nationals) and American football (beaten down fan of the Washington Commanders). Bill loves outdoor activities, including fishing, skiing, and golf – typically summer sports with his mom (“GMa”) and winter sports with his father Pete (“Gramps”).​
